Did not deliver and continues to fail to refund

On 5th Dec I placed an order with www.electricalscentre.com for a Toshiba LCD TV. My credit card was debited the next day.
We called the company the day after the agreed delivery failed to turn up. We were advised that the product had been broken in transit and advised to cancel our order as they were now out of
stock of that model.
It has been very difficult to contact the company as their premium rate
telephone is constantly engaged. Despite numerous telephone calls to the
company, and numerous promises of a refund, I am still waiting for a refund
to be credited to my credit card nearly two months after the initial order.
