Between 1923 and 1944 E. K. Lumley, a Dubliner by birth and education, was at this point of contact, as a District Commissioner in langanyika - now, with Zanzibar, forming the Federal Republic of Tanzania, but then an ex-enemy territory mandated to Britain by the League of Nations. His brief derived from the Mandate, but it was in accord with Britain's colonial policy generally: in short, it was to further, before all else, the interests of the indigenous peoples of the region. A District Commissioner - or District Officer, as he was sometimes called - occupied a relatively lowly position in the colonial hierarchy. Nevertheless he was the effective agent of its policy, and on him the success or failure of that policy largely depended. Any notion of British colonial administrators at this grass-roots level enjoying a privileged, glamorous existence will not survive a reading of Forgotten Mandate. Indeed the harsh conditions of life and the range of problems they had to deal with will come to many as a revelation. Shelf wear on the dustjacket. Corners are bumped and edges are slightly torn. Otherwise in good condition.
