Este libro se propone reconstruir el proceso de las reformas de la Hacienda, desde los primeros proyectos de los actores a su realizacion. El estudio se atiene a la primera mitad del reinado de Felipe V y el efimero reinado de su hijo Luis I, centrandose por tanto en la "Nueva Planta". Se dedica atencion a los proyectos de los promotores de las reformas, en particular los ministros Orry, Campoflorido, Verdes Montenegro, Ripperda y Patino, pero tambien a los comentarios de los que impugnaron las reformas y los meros testigos. La creacion conjunta de figuras nuevas en la administracion de la Hacienda -el tesorero general, el ministro de Hacienda y los intendentes de ejercitos y provincias, en particular- y sus reformulaciones sucesivas suscitaron vivos debates entre los actores sobre la "buena administracion" y los limites entre ella y el fraude. El libro intenta reconstruir su dinamica y, a traves de ella, da cuenta de un proceso reformador conflictivo, en el que lo que estaba en juego, ademas de la Hacienda, era la definicion del "buen gobierno" de la monarquia. What did it mean, for the men of the eighteenth century, to govern the royal Treasury? We have good descriptions of the institutional changes brought about by the Bourbons in matters of Finance, essentially based on normative documents produced by the monarchy. We do not have so much information about the meaning that the men of the eighteenth century gave to the reforms undertaken. For this reason, we sometimes tend to attribute to them the characteristics of modernization as we conceive it today. This book proposes to reconstruct the process of the reforms of the Treasury, from the first projects of the actors to their realization. The study focuses on the first half of the reign of Felipe V and the short-lived reign of his son Luis I, thus focusing on the Nueva Planta. Attention is devoted to the projects of the promoters of the reforms, in particular the ministers Orry, Campoflorido, Verdes Montenegro, Ripperda and Patino, but also to the comments of those who challenged the reforms and mere witnesses. The joint creation of new figures in the administration of the Treasury the General Treasurer, the Minister of Treasury and the mayors of the armies and provinces, in particular and their successive reformulations sparked lively debates among the actors on good administration and the limits between it and fraud. The book tries to reconstruct its dynamics and, through it, gives an account of a conflictive reform process, in which what was at stake, in addition to the Treasury, was the definition of the good government of the monarchy.
