There are 3 Memoranda by Booth, preceded by a Summary of the Proposals. A puts The Case For Reform, Changes Advocated and Comparisons and Arguments. B consists of the Tables and Maps showing the Administrative Areas for the Poor Law together with an introduction. C is concerned with the categories of the Sick, Out-Relief and Unemployment.
